A story of two people — the official setup places them “at the center of a criminal conspiracy spreading across the state of Leonida”.
“Jason wants an easy life — but things keep getting harder.”
He grew up around grifters and crooks. He did a stint in the Army to escape his troubled teenage years, and ended up in the Leonida Keys working for local smugglers. Meeting Lucia “could be the best or the worst thing that's ever happened to him”.
“Her father taught her to fight as soon as she learned to walk.”
The first female protagonist in the modern era of the series. Fighting for her family landed her in Leonida Penitentiary — and “pure luck” got her out. She wants the good life her mom dreamed of back in their Liberty City days, and she's ready to take matters into her own hands.

Jason's friend and internet conspiracy theorist. Happiest at home, listening in on Coast Guard chatter with a few cold beers.
“Club money pays for the studio — and dope money pays for everything.”
A living Vice City legend: he turned street life into an empire of real estate, the Jack of Hearts strip club and a recording studio. Dre'Quan's partner at Only Raw Records.
“He was always more hustler than gangster.”
He went from street dealing and strip club bookings to founding Only Raw Records — determined to crack the music industry. He signed Real Dimez.
“Viral videos, viral hooks.”
Bae-Luxe and Roxy: friends since high school, with the street smarts to turn robbing local dealers into rap tracks and money from social media. An earlier hit came alongside rapper DWNPLY.
“Confidence, charm and cunning.”
A seasoned bank robber looking for talent “ready to take big risks and reap big rewards”. Every job gets more reckless than the last. He recruits Jason and Lucia.
“Nothing better than a Mudslide at sunset.”
An old-school trafficker from the “golden age” of smuggling in the Keys. He lets Jason stay rent-free in one of his houses — in exchange for jobs. Married to his third wife, Lori.

Megamundo executive — Top executive at Megamundo — reports differ on whether he is CEO or COO. In the Extended Look he handles Andrés de León: “let him do his thing, but bring him down for the speech”.

America's glamour, hustle and greed in one city: art deco hotels and white sand at Ocean Beach, panaderías in Little Cuba, bootleg brands at the Tisha-Wocka market, and VC Port — “the cruise ship capital of the world”.
“The dress code is casual — the bars are well stocked.”
A tropical archipelago of bridges, beach bars and reef dives. Life here isn't fancy, but it's easy — though you're on the doorstep of “America's most beautiful and most dangerous waters”. This is where Jason starts.
“The untamed jewel in Leonida's crown.”
The Everglades wetlands: mangroves, airboats and alligators — “the most famous attraction”. But Rockstar promises “deadlier predators and stranger discoveries” below the surface. The Vice City skyline looms in the distance.
“Leonida's forgotten coast.”
Cheap motels, shuttered attractions, empty strip malls. The once-touristy town's new economy “runs on malt liquor, painkillers and gas station energy drinks”. Raul's world. “Hop on a dirt bike and hold on tight to your wallet.”
“The battle for Leonida's health and wealth starts here.”
In the heart of the state, “American industry and old values still reign — whatever the cost”. The Allied Crystal sugar mill hands out the jobs; the local biker gang hands out just about everything else.
“Room to breathe, on the state's northern edge.”
A national park on the northern border: hunting, fishing, off-road trails and kayaking. In the forests around it, “hillbilly mystics and paranoid radicals live far from the prying eyes of the state”.

Neural networks combine optical sensors and gloves for realistic fingers and grips — that's why the hands in the trailers look so real.

The “US11077371” that fan sites keep reprinting is a camera patent from an unrelated company (wrong digit). The “Strand NPC system” doesn't exist — it came out of a paraphrase of Digital Foundry's “strand-based hair”. And two “GTA 6 patents” are actually NBA 2K tech from 2006.
